Site doesn't recognize I specified iPhoto 09 book

I check the box saying it is an iPhoto file, check the hardcover iPhoto 09 box that specifies that the first page of the file will be the cover etc., then choose and upload the file, and I end up at a page telling me I need a cover photo. Seems like your system isn't recognizing the file properly.
